Department of Services: New York City operates as an independently operated and privately funded non-profit organization in the City of New York.. Through the dual-appointment of the Commissioner and Chairman the organizational board is comprised of 3 officers and 15 voting members.
The Chairman is the head of the board's day-to-day operations and manages the functions that would be normally reserved for the "owner" or "founder" of the organization. They appoint members, with consultation and approval of the Commissioner, and appoint a commissioner to serve a two year term as the organization's executive. The Commissioner serves with very similar duties and rights as the Chairman and may also appoint board members and must approve members that the Chairman nominates for office.
Two other board officers may be appointed or the positions can be filled, , at the discretion of the Chairman, by the Commissioner and one other executive staff member.
